the Dakota County Council of Commissioners announced the appointment of Diane andresen to the Dakota-Scott Workforce Development Council, representing the private sector. Andresen is a Senior Talent Advisor at Blue Cross Minnesota Blue Shield in Eagan. The council oversees employment and training programs in Dakota and Scott counties.
